Improving Scotland’s Sexual and Reproductive Healthcare: A joint manifesto for the next Scottish Parliament

BASHH, the College of Sexual and Reproductive Healthcare (CoSRH), the Royal College of Obstetricians and Gynaecologists (RCOG), and the British HIV Association (BHIVA) have published Improving Scotland’s Sexual and Reproductive Healthcare: A Joint Manifesto for the Next Scottish Parliament, calling on the next Scottish Government to urgently address five priority areas and promote positive sexual, reproductive and HIV health for everyone across Scotland.

Representing more than 3,000 sexual and reproductive health (SRH) professionals across Scotland, the organisations warn that despite encouraging progress, such as the Women’s Health Plan and the Sexual and Blood‑Borne Virus Action Plan, the system is facing mounting pressures.

The manifesto outlines five priority areas where investment, leadership, and policy change are urgently needed setting out a clear and practical roadmap to strengthen services:

  1. Integrated Sexual & Reproductive Healthcare

Expand access to contraception, increase availability of postal testing for HIV, STIs and BBVs, and strengthen support for those affected by sexual violence, abuse or exploitation.

  1. Maternity Services

Adopt recommendations from the national maternity review, fully fund policies that ensure high‑quality care for all women, tackle inequalities in maternal outcomes and strengthen perinatal mental health support.

  1. Sexual Health, HIV & Prevention

Deliver the HIV Transmission Elimination Plan, meet UNAIDS 95:95:95 targets by 2030 and ensure equitable access to STI and BBV testing and treatment.

  1. Gynaecology Services

Reduce long waits for appointments and procedures, provide immediate support for women awaiting care, fully implement the National Plan for Gynaecology and improve pathways between SRH and gynaecology services.

  1. Abortion Services

Implement the recommendations of the Review of Abortion Law in Scotland Expert Group and guarantee access to abortion care up to 24 weeks.
