'Moving Forward': STIs and HIV in Scotland 2005
Released on 22 November, this is the second annual report from the Sexually Transmitted Infection Epidemiology Advisory Group (STIEAG), a group representing clinical and non-clinical staff with an interest in sexual health. It has been produced jointly by Health Protection Scotland (HPS) and the Information Services Division (ISD), both of NHS National Services Scotland (NSS). This combines information from laboratories and Genitourinary Medicine (GUM) clinics, together with more specialised data relating to HIV. The format is similar to last year's report but includes two additional sections: one on ethnicity; and one on pelvic inflammatory disease and ectopic pregnancy - two conditions which are related and may be long term outcomes of STIs. "Setting the Scene" (Nov 2005)
Complete STI statistics for Scotland have been published for the years 1996 to 2004 and are available with a commentary here. The report is called "Setting the Scene" as it provides baseline data ahead of implementation of the £15 million funding announced in the Scottish sexual health strategy from April 2005. Colleagues wishing to download spreadsheets for use in presentations, will find them available via this link.

Police Bill in Scotland
The Scottish Executive is consulting on proposals which would allow mandatory blood testing for anyone who has caused a police officer (or possibly even any member of the public) to be exposed to blood-borne viruses. BASHH is strongly opposed to these proposals, as are a wide range of other organisations (eg BHIVA, BMA), believing that proper management of the anxiety around any injury and recognition of the true level of risk are a more constructive response.
The flaws in the Executive’s proposals: James Chalmers, Lecturer in Law, University of Aberdeen, argues that the Scottish Executive’s proposals for “mandatory testing” of persons suspected of passing on HIV or hepatitis are misguided and of little – if any – benefit. Click here to read more.
BASHH Scotland National Audit 2004
HIV testing in Scotland: Are we meeting the standard?
Fiona Ross, Deborah Wardle, Alison Currie, Steve Baguley Comments: Results from a large multi-centre audit of HIV test uptake in Scotland (n=1105) and a survey of professionals' attitudes to HIV testing were discussed at the BASHH Scotland Spring Meeting on 20 May 2005. A wide range of both practice and perceptions were demonstrated, with between 0 and 97% of patients with an STI offered a test (mean 61%) and 14 to 70% (mean 35%) taking a test. Overall unweighted national uptake was 44%. These results suggest a considerable challenge in meeting the new standard in the Scottish sexual health strategy that all new attenders with an STI should be offered and recommended an HIV test.
